Ukraine is a full member of the Hague Apostille Convention (since March 2004). However, the war creates a critical practical constraint: apostilles can only be affixed on Ukrainian territory, and Ukrainian embassies abroad cannot issue them. Applicants must return to Ukraine or use authorized agents, which may be impossible or dangerous. Universities in occupied or destroyed territories (Kharkiv, Mariupol, Luhansk, Donetsk) may be inaccessible. Some German states accept notarized affidavits plus Ukrainian embassy confirmation as substitutes for missing apostilles; contact the target state's Approbationsbehörde early to establish what they will accept.

What is the Kenntnisprüfung?
The Kenntnisprüfung (KP) is an oral-practical medical knowledge exam required when a German Approbationsbehörde finds that your training is not equivalent to the German standard. Passing it leads to full Approbation.

German authorities typically find 'wesentliche Unterschiede' (essential differences) relating to curriculum depth and clinical training standards. The standard pathway is Berufserlaubnis followed by Kenntnisprüfung. A March 2026 Bundestag law (effective November 2026) makes Kenntnisprüfung the formal default for all third-country doctors.

Reaching B2 from zero typically takes 6–12 months of intensive study; FSP preparation (medical C1) requires additional time. BAMF-funded German language courses are available to Ukrainian refugees up to B2–C1 level.
B2 German is mandatory before the Fachsprachprüfung (FSP) — the medical language exam that precedes Approbation. Most German states require B2 general German plus the FSP (medical C1) before issuing Approbation or Berufserlaubnis.
