How it works
The process in Hessen.
Important change as of 1 April 2025: all Drittstaat first-time Approbation and Berufserlaubnis applications must now go first to the Pflegequalifizierungszentrum (PQZ) Hessen in Marburg (Zu den Sandbeeten 5, 35043 Marburg), not directly to HLfGP. Applications sent directly to HLfGP no longer route correctly. EU/EEA applicants still apply directly to HLfGP. Note: Russian-issued diplomas from Russian-annexed Ukrainian universities are not accepted. HLfGP does not answer status enquiries. FSP fee €650 is the highest in Germany.

What to know
Before you apply.
The PQZ pre-screening step adds ~8 weeks before your file reaches HLfGP (per Ärzteblatt, Oct 2025). Once at HLfGP, the 4-month federal frame applies. Hessen is slower than eastern states but close to Frankfurt and better than Bayern or NRW for most applicants.
